Yep I come across this a lot still and it's crazy that people still think they can park on a footpath, what are they thinking?! I then have to back track to find a cut curb I can go down then go back and around the car.

It is illegal to block the footpath with a vehicle, next time you see the owner tell them move or you ring the council. If the owner is nowhere to be seen, ring the council, give car details ie regro and colour ect and where it is, they will soon either have it towed or the person gets a fine.
And don't forget to get a photo showing the registration plate. What a lot of drivers don't realise is that the crossing (the part of it where vehicles cross the footpath) is part of the footpath and not the road and pedestrians have right of way.

I got stranded waiting for the car to move for ten minutes once because there was no safe way to get round it. Needless to say, I was unimpressed!
